Defining the Manager’s Strategic Role

This position is fundamentally supportive and coordinative, designed to ensure the project remains on schedule, within budget, and meets all quality standards, but it does not entail direct management of the construction contractor. The core responsibilities will involve the active monitoring of the project’s overall progress and the meticulous coordination of all stakeholders, from utility companies to municipal departments, to guarantee a cohesive and efficient implementation process. A significant part of the role will be dedicated to preparing, submitting, and continuously updating essential project documentation, including detailed progress reports, work programs, timelines, and other documents required under the contract.

The Project Manager’s authority is precisely defined to maintain a clear chain of command within the project’s governance structure. While the manager will be instrumental in identifying and monitoring potential risks, deviations from the plan, or delays, their function is strictly advisory. They will be expected to submit well-reasoned recommendations for mitigation and management to the municipality, but they will lack any independent decision-making or approval authority. The role requires close collaboration with the city-appointed Project Coordinator and Project Engineer on all technical, administrative, and contractual matters. This includes conducting administrative assessments to ensure compliance with all legal and technical requirements and maintaining a meticulously organized project file. Ultimately, the manager will not be entitled to issue instructions to the construction contractor or other parties; their role is to recommend, inform, and submit proposals to the competent municipal bodies for final approval.

Navigating the Contractual Framework

The tender documents outline the specific financial and temporal terms for the Project Manager services, providing a clear framework for interested parties. The total fee for the provision of these specialized services is set at €75,000, not including VAT. The contract is stipulated to last for a period of 48 months, commencing from the official start date of the construction project. However, the agreement includes a clause that may extend this duration until the issuance of the Defects Liability Certificate and the formal approval of the final project account by the municipality, whichever of these events occurs later. This provision ensures that the Project Manager’s expert oversight and support will be available throughout the entire project lifecycle, including the crucial post-completion defects period, guaranteeing continuity and accountability until all contractual obligations are fully met by all parties involved.

The procurement process has been formalized through the government’s official channels to ensure transparency and broad participation from qualified professionals. Interested bidders are required to submit their offers electronically via the e-procurement portal, with a firm deadline established for 11:00 am on January 9, 2026. This digital submission process streamlines the application and ensures all proposals are received and evaluated according to a standardized procedure.
