A business which does not encourage its workers to learn and better themselves is a stagnant business.
Training programs are a challenge. Workers often feel that they do not need them and resent having to waste hours at a meeting while some outsider lectures them on the proper way to do things. Small businesses do not like having to pay for training, which does not seem to produce results, and so do not hesitate to cut back on training costs first during tough times.
